I cannot seem to access my external hard drive

Try testing the drive on another computer to ensure that the issue is with the drive itself. If it is, check Disk Management to see if the computer recognizes that there is a drive plugged into the computer. If you can, format the drive to make it useable, however be aware that this will wipe any and all data from the drive. If it does not show up on another computer nor in Disk Management, then there could be a problem with the drive, and it may be best to bring it in to a Micro Center Service location for further assistance.
