You can change the power settings for USB Ports by going into Power Settings, selecting Change advanced power settings, and disable USB Selective Suspend. Another setting to check is in the Device Manager. Open the driver for the mouse or keyboard, then go to Properties. In Properties, choose Power Management and make sure the box for Allow this device to wake the computer is checked.
