I want to install Windows Live Mail on my Windows 10 computer

Microsoft is no longer supporting Windows Live Mail and it can no longer be downloaded for installation. You will want to use a different program for email. Windows 10 includes a built-in Mail app which is considered a suitable replacement for Windows Live Mail. Alternatively, you may want to obtain a different program like Microsoft Outlook or Mozilla Thunderbird. If you don't feel the need to have a seperate mail program, most providers allow you to access your email by going to their web mail site where you can sign in with your email address and password to view your email - examples might include: gmail.com, outlook.com, etc.
