My ESET activation repeatedly asks me to enter my state

This problem happens when the state is typed into the box, rather than selected from the drop down choice list. If this has happened on your screen, you will need to change the state selected to a different (incorrect) one, and then before proceeding re-select your (correct) state from the drop down list. You will then be able to click activate and register your ESET license.
